Wiper motor acting weirdly 200 1989

OK, so here's what my wiper motor is doing.

When the stalk is in the up position, nothing happens. When it is in the "idle" position, the wipers do not move. Click down one, and the wipers go slow. Click down two, and the wipers go fast. Pull back to activate the washer fluid pump, and the fuse blows out.

Any ideas?
