Tail light and rear parking light troubles 200 1980

The right rear parking light and tail light on my 1980 245DL aren't working - seems like each is set up with ground and power, with ground through the bulb case and power to the tail of the bulb via a thin flat metal piece which extends from the + wire spade connection. I found that metal strip rusted away for both lights, so despite measuring 10-11 volts at the wire, power doesn't get to the bulb. Two questions - shouldn't the bulb light up if I insert a jumper between power and the tail end of the bulb? And what's a good way to repair the missing metal strip - getting a used bulb holder for the parking light might be a good option, but I'd rather not replace the entire taillight bulb holder assembly. I'm not great with a soldering iron either but it's an option. Other ideas to fix this? Thanks -
