Where is the gas leaking from on the distributor? It would be helpful to know. As for the B-23 question, that sounds like a question for our English or Canadian board members. All I know is that the differences between the various fuel distributors from 1980 through 1982 are not that different on the American models. You might have to adjust the pressure settings by adding or removing one of the small adjustment washers in the distributor pressure setting screw. Beyond that, I don't see why a distributor of a different vintage wouldn't work. As you know, each K-Jet system from the various years has a required pressure to open the injectors to allow fuel to spray into the cylinder. The fuel distributor and associated items such as the warm up regulator must be set correctly for the requirements of the specific engine. As for the "soft black rubber housing" is concerned, I am assuming, considering the vintage, that it is the air-bellows that sits between the bottom of the intake manifold and the air flow meter housing. Since I have little information to go on, and I hate seeing a post here without an answer, I am going to guess that is what you are talking about. firstly, a new air-bellows can be ordered from Volvo through one of many Volvo dealerships parts departments. The part number you want for an air-bellows is: p/n 463456 that would most likely be the "black soft rubber housing" that you're looking for. As for a replacement fuel distributor for your vintage, I would go on EBay and look for one. I saw one the other day re-built for a B21-F engine that would probably suit your needs very well - the price? 40 bucks. Happy hunting!
