Rear wheel stud replacement question -P.I.T.A.! 200

I can't seem to get the new wheelstuds to draw in flush against the metal plate on the passenger side rear wheel. I assumed (first mistake right there) that putting it all together with the rotor and wheel would draw them in and everything would be good to go. Turns out they have about a quarter inch to go an won't budge, and they're hitting the parking brake parts.

Any tips?
