LH2.2 pin 11 & 19? 200 1986

Hello.

I'm still working on an intermittent no start (cranks, but doesn't start). After pulling the suspect (but good) FI wiring harness, I noticed that the 'bridge connector' near the ECU that shorts pins 11 and 19 had one pin pushed part way out. Note: the only wire insulation falling apart was on the four firewall wires.

Does anyone know if this connector is missing and pin 19 is open, if this will cause a no start? (I'd take me quite a while to reassemble to see if this was the issue.)

Does anyone know what pin 19 does (if not grounded to pin 11)? This was asked before, but I recall no answer was posted.
