Weird Wiper Symptoms 200 1985

My new (IPD) wiper motor works fine when it's NOT raining.

When it IS the wiper motor fuse blows and the blades stop at the 2 o'clock position. I'll replace the fuse and the blades return to their resting position. Turning the wipers back on repeats the blown fuse/2 o'clock position situation.
I guess it's clear that water is affecting things but I can't find out where.
Any ideas?
