Brake light issue 200 1986

245 wagon has something weird going on with rear passenger side brake light....When the front headlights are off both rear break lights work fine, when headlight are on the passenger side rear brake light does not work. Bulbs are all good, I swapped the rear tail light housing from my 85 wagon to see if that might be the problem....same thing. Obviously the brake light switch is working, parking lights/turn signals/rear fog lights work/tail gate brake light works. Hope someone has a suggestion, does not seem logical to me.
