I will second that. About two years ago, I had the vacuum line fail from
heat related rot where it connects to the EGR valve. It is attached on
the forward facing side of the valve under the intake manifold (roughly
below cylinder #3)

The funny thing was that Volvo used very thin plastic vacuum line, and just
prior to the valve, they attached about two inches of standard vacuum hose.

Thus, in order to repair it I have to get vacuum hose with an ID that would
match the OD of the plastic line. Then I used a black gasket sealant to
make the joint airtight. To get this done I removed the intake manifold,
but I wanted to replace the gasket anyway. I do not know if you could get
there with it in place.

I would recommend changing out all the vacuum lines if this is your problem.
