To reiterate when Goatman said, it is most likely either the in-tank pump or the short hose between the pump and the fuel line. The flex line is a specific material that can be submersed in fuel for an extended time...few mechanics have it lying around an either skip the replacement or use the wrong stuff which usually fails in 2-3 years.

If the issue always goes away when you fill the tank, there is unlikely to be another explanation.
