Re-routing power to cigarette lighter? 200 1986

I want to leave my cell phone in the lower cubby charging while I'm at work, but don't want to have to leave the key in the first position to activate the cigarette lighter to power it then lock the door with another key. How can I relocate the power supply so that it's on all the time and available to charge the phone without the use of the key?
