Bosch JFUR 4 dizzy re-assembly 140-160 1969

Not sure if my Bosch JFUR 4 distributor, with vac retard, is original to my 1969 144s, B20b, twin SU HS6's because the previous owner said he had swapped heads at some point.

I'm in the process of assembling it after restoration, but I can't figure out how to insert the patch of felt in between the body and the lower shaft.

I surmise this felt is uses to both help lube and keep oil against the rotating shaft.

Any experience?
