Toe in. Replaced steering rack

Replaced steering rack and tie rods a while back, I noticed that when I turned sharply, as in a u-turn, the wheels scrub badly, and just doesn't feel right. I haven't taken on the main roads, it's not current on registration, so I can't tell what it would do at speed.

I sighted along front tires, towards rear, with four ft level and the front wheels both seem to be hitting around 4-5" inches outside of rear wheels. I plan on having an alignment done at a shop as soon as I get the car current.

Question: Is the toe in too great? Also, once I loosen the lock nuts on the tie rod ends, can I adjust without wheel removal and popping the tie rod end out?
