Rough toe in adjustment 700

Put in new steering rack, it came with inner tie rods, I also replaced the outer tie rods. It scrubs bad turning sharply to left or right, feels like toe in is way off! Though I screwed in the outer tie rods the same as before, but maybe I was wrong or the inner tie rods are different length?

Sighting along front wheel with 4 ft level, looks like sight line hits about 4-6 outside of rear wheel, (both left and right wheel the same sight). Looking at specs, it says toe-in should be 0.000 to .25.

How do I figure this? Calculus and geometry were taken 100 years ago.

Also, can I adjust this without taking off wheels and tie rod ends.
