Removing paint from tires. 200

Long story: Sent my Virgos out to be straightened and refinished. Came back awesome. Bought some new tires and had them mounted. The guy who mounted them scratched one of the wheels, and sent it out himself to be refinished by his vendor, and then mounted the tire on the wheel. The wheel was the wrong color, so he sent it back to the vendor again. It came back the right color with no clear coat (when I showed the wheel to him, he said I was being "picky"), so I had three nice shiny wheels and one flat wheel. There was also silver paint on the brand new tire, so I'm assuming the vendor didn't dismount the tire to repaint the wheel. The vendor clear coated the wheel, and got some of the paint off of the tire, but there is still paint in certain areas of tire. I want to get it off without messing up the paint on the wheel. Any ideas?
