Intermittent(seldom)starts ok but no power to radio,wipers,horn,fan! 700 1990

For few yrs now maybe once per year but more frequently recently like once per 2 months
starts ignition,
car starts but later on while driving noticed radio,and wipers,horn does not work.
Turn off ignition at traffic lights ,restarts car, then above all powers on okay.Car driving all okay whether radio can be turned on or not!

What is the likely culprit?


Seems to happen more on a hot day?


Got spare ebay bought ecu for Regina(like mine)
