AW70L automatic transmission doesn't shift properly when cold 700

When cold, my AW70L automatic transmission won't shift from 1st to 2nd gear at any RPM (at least up to 4900) until after about 2 minutes of operation (and then it shifts normally). After a stop for up to about an hour, it continues to shift normally.

It is not the kick-down cable adjustment. If I disconnect it completely from the throttle wheel, the 1st-2nd gear shift still doesn't occur when cold.

Any ideas about what might be wrong?
