Check Engine light on a 91 240 200

I'm stumped. On start up, my check engine light comes on and will go off about a 1/4 mile down the road and it doesn't matter if the engine is cold or hot. Every time I start the car the light is on and shortly goes off. This recently went thru the CT emissions and passed even though the light comes on on start up.

Any ideas on how to fix this?
