Steering rack rebuilt but now pump is whining! 200

I just replaced the steering rack on my 83 242. The install went fine but now the pump is whining like crazy! I flushed the pump and hoses using Mobil 1 sythetic ATF. The fluid in the pump looks milky and I am wondering if there was something in the rebuilt pump which would cause the milkiness and now has affected the pump. The pump doesn't leak and the steering is smooth and light in fact much lighter than it's ever been
