"Is it possible that the engine is being flooded with too much fuel? If so the FPR may be leaking."

It may be a fuel problem, but K-jet doesn't have the kind of FPR that you linked to. The "System" Pressure is regulated internally in the Fuel Distributor. And "Control" Pressure (mixture control) by the Control Pressure Regulator aka Warm Up Regulator/WUR, which is a stand-alone unit

Checking System and Control fuel pressure is usually a good place to start on any K-Jet problem, but it's best done with a gauge setup that can switch from one pressure to the other. Unfortunately, that kind of gauge isn't being sold for under $100 anymore that I know of.
