all brake lights out 200

Taking wife to work this morning heading for the freeway. Before getting out of town, a city motorcycle cop was behind us. I wasn’t concerned as I knew I was doing nothing wrong, BUT the lights come on and he motions me over. Im truly puzzled. Cop says ALL brake lights not working and Im shocked because the warning light in cluster wasn’t on. (I learned later that light comes on only if a light itself blows out.) So I get a fix-it $10 ticket. Take wife on to work, called my shade tree. I had looked at fuses but didn’t find any problem. However, my mechanic spotted one. I guess I missed it. He replaces that fuse, then rear lights look fine, so off I go. I stopped another cop later to sign off my ticket, BUT again, lights not working. I check fuse, it is burned out again. One opinion I got was short in the wiring at the tail gate hinges of our wagon, but both sides were just replaced about 4 weeks ago. So with all said, any idea where else to look? Thanks.
