1988 244DL, B230F engine with Exhaust valve stuck open 200 1988

There are two possibilities, the first is that the valve spring broke, that is the easiest to check. To check this, you will have to remove the valve cover, timing belt and camshaft. Once all that is out of the way, remove the shim carrier from that valve and look down the hole the spring is in, is it in pieces? If so replace the spring. I can provided details on this if you find the spring to be the problem.

If the spring is in one piece, well, I hate to say it the head needs to come off and be repaired or replaced. Note that a seized valve stem is incredibly rare in a B230F engine unless it has been starved of oil.
