AC condenser fan burnt out? 700 1990

I noticed some smoke coming from the front of the hood. Open up hood and looks to me like the fan that blows onto the AC condenser was smoking. I can see it through the front grill. Looked like that was where the smoke was coming from.

I tested the AC it works, but this fan that blows onto the AC condenser was not coming on. Should it come on whenever the AC is on?

Does it make sense that the fan has burnt out?

This is the Auxiliary Cooling Fan also called the Condenser fan I suppose.
