Would you use this radiator?

Why guess? OE radiators have a date stamp on them, molded into the plastic on one of the side tanks. Look for a circle with the year in the middle--if you think this was new when installed in 1999, you're likely to see a 98 or 99. IIRC, it is a few inches down the tank, facing the engine, on the passenger side.

If the collision repair was DIY, there's absolutely no reason to assume a new radiator was installed.
