'81 264 won't rev after new water pump 200 1981

I just changed out the water pump in my 1981 Volvo 264, and after some trouble with the cold start valve hose, I got it to fire up. It idles ok, a bit low, but steady. If I give it gas, the RPMs drop down to about 100, but it doesn't die, and when I let off the gas pedal the engine revs up to 2500 RPM, then dies down. Sounds like it did before the water pump change when it revs up to 2500 RPM. I need to have it up and running before the end of June, which is when my registration expires.

So far, I've checked all my grounds and vacuum lines, which seem to be good except for a vacuum line zip tied to the big hose that goes to the air cleaner. It has been chewed off by the belt where it goes under the front of the car. Although I do believe that it was chewed through long before I did the work on the car.

The "trouble" I had with the cold start valve fuel line was that it split and poured gas all over the distributor when I first tried to start it. It caused a small fire, but it was out in about 30 seconds. Only thing that burned through was the cold start valve line, but I replaced that as mentioned earlier. I don't think the ignition system was harmed though, it seems to be firing ok.
