clutch that won't let go 444-544 1958

OK. Here's my latest dilemma. The clutch seems to be permanently engaged on my 58 pv444. I crawled underneath the car and removed the flywheel housing and here's what I see. When the clutch pedal is depressed, the fork pushes the release bearing out. Is the clutch supposed to move out with this even when the engine is not turning? It's not. I attached a picture of what I see when I look underneath.

Does this mean I need to remove the whole clutch housing? I am dreading this, being a novice and all.
