Starter whine after start 200 1991

I looked at the FAQs but did not really see the answer to my question. When I start the car sometimes I hear a high pitched whine for a few seconds after it starts. It does not do it all the time. I wonder if this is a symptom of starter going out. In the past, when I have experienced a starter going out, they just stop turning when the key is turned even though the battery is fully charged. I can't recall experiencing the whine. Does this mean the solenoid is not engaging fully and just a different pre-failure symptom? Thanks in advance for others experience.
