Oleseahorse has been at this point before. Two spade lugs, maybe three wires, and no idea what lies yonder. He split the two on one lug to find his draw in the courtesy lamp delay relay. The Volvo diagrams do not break down such things as two wires into one spade lug. They list the loads for each fuse, and #8 is supposed to provide power to:

Courtesy light
Clock
Trunk light
Power antenna
Radio (preset memory)

And I know it also provides power to the:

Courtesy light delay relay,
Central locking,
Glove box,
Accessory hood light

The pulsing you see is the clock, of course, and it is impossible to say how much pulsing you see because everyone's digital meter samples differently when observing irregular waveforms. Mine jumps about 5mA seemingly when the clock ticks. But the steady state is near zero normally. Not 50 or 60 or 100 mA.
