Horn Operation - a P1800 trait? 1800

Hi all,

So my electrical saga continues. I'm discovering more brilliant wiring messes that the P.O. left me with.....the first discovery were the wipers (which I still have not figured out...my switch connectors and the respective connector labels don't match anything I've been given) and I'm thinking maybe the wiper motor is lunched.

On to the horn.... It only works when the ignition is turned to the "acc" or "on" (when the engine is running). Shouldn't the horn work anytime (i.e. even without a key in the ignition)....but is this a P1800 trait?

Also the "H" horn does not work, but these are sealed units and I assume they can't be fixed?
