so close to starting 1800 1971

The motor is finally in the car. everything is hooked back up to the point that i have fuel to the rail and confirmed spark. i can see the cold start valve dripping and when i take the fuel rail off i have good spray coming out of #2. all of the injectors(4 out of 8 good, 2 ok, 2 trash from parts car and original) were cleaned and checked out before they went into the car. i replaced the fuel injection wiring harness. why would i only have fuel to one injector? i thought they sprayed in pairs. all i get is a weak cough when i try to start it. i think i will try one of my "spare" injectors when i have time but any other suggestions would be great. what should show up on voltmeter when touching harness plug to injector?
