1980 DL engine won't turn off - partially diagnosed 200 1980

Maybe you could help me out. I'm having a problem with my 1980 240 dl, b21f engine. The engine won't turn off. I have to remove the fuel pump fuse # 7 and the #13 relay fuel injection to get the engine to stop running and the accesories to turn off. I realise this is due to a short somewhere in the system. Could this be a bad fuel relay? or in my haynes manual it indicates there is a main relay ( however I don't know where it is located, no location is described, it appears in a fuel system schematic). The brown lead leading to diode and ignition coil is hot, according to schematic i believe this should not be. Any info or advice would be welcome
