What is this part - is there a way to bypass it? 200 1992

I've got this part on my 1992 Volvo 240. Almost every time I get in the car, I have to push or jiggle the circut board in it to get the engine to turn over.

Occasionally, it will turn over and act like it isn't getting fuel if the circut board isn't in just the perfect position.

(more than once it has left my wife a bit frustrated! - which makes for a bad day for me!!!)

Could use some help in identifying the part (correct name) and if there is anyway to bypass it so I don't have to keep playing with it!
