940 stalls-can't figure it out 900 1994

4 months ago driving down the freeway, engine starts to cut out like it is out of gas. checked gauge and it said okay but still stumbled into the station and put some fuel in. the car has 205K so maybe gauge went goofy. It cranked back up and went about 200 yards and did the same thing so I parked it. After about 30-45 mins it cranked back up fine and drove it home with no problem in city traffic. Changed the fuel filter just to be safe because it seemed to act like it was a clogged filter. No problem since then but the car has not been driven that much.
This past Saturday I was driving in city traffic and same problem came up again.
Let the car sit 30-45 mins and it fired back up and drove home no problem.
So this time I check the fuel pump relay and it seems to work okay. Checked for both fuel pumps working and they seem okay. Even checked the FPR and there seems to be plenty of fuel moving. I have not put a gauge on that yet to make sure the pressure is right. One thing I will say is that the pump under the driver's side seems to be awfully loud so that led me to the FPR (thanks to the FAQs).
This happened in a straight line at low speed. Both times this happened it really seems like the car is out of gas but there is plenty in the tank. Any ideas on this problem? I really feel it is fuel related but it does not seem to be starving for fuel.
