Trans Interlock Override? 200 1992

Got a frantic call from the guy attempting to tow my latest acquisition home last night. Seems that no matter how hard he tried, he couldn't get the trans out of Park. Mind you, the car has been sitting for a few years, but putting a jump on her, and getting the dash panel to light up....no dice. I suggested that he take a look at the fuses (specifically 7 and 12), but I suspect that he's not really Volvo savvy, so that didn't accomplish much. I recall that there's a manual interlock override lever next to the shift lever somewhere. Am I correct? If so, where is it, how does one access it and what's the procedure for activating it? Any help would be appreciated, before he goes back tomorrow night and wrecks my car.
