93 940 wagon 207,000 running rough 900

I've put a lot of work into this car the last few months- new h20 pump,replaced faulty strut mounts, new timing belt, brakes,Regina in tank fuel pump. Was running fine for a while although loudly as I need to replace the header pipe which has a hole in it.
That being said, it's recently become hard to start, idles very roughly when cold and after driving for a few minutes stops it's sputtering and lack of power and runs relatively smooth save for the exhaust issue. I did pull the plugs and re-gapped and need to know what to do from here as it continues to start hard and run rough. I had replaced the cap, rotor and plugs 10,000 miles ago. Please, any advice would be appreciated. Thanks
