Strut insert, control arm bushing repair gone pear-shaped 700

I do a lot of repairs on my own account but for various reasons am a weenie when it comes to doing heavy-duty suspension work.

I just (about 3 weeks ago) had the strut inserts on our '90 740 replaced, also asked our usually reliable Volvo specialty shop to "go large" with rubber parts on the front end as the car just rolled over 213,000 miles with no known previous work on the front end. No surprise, the control arm bushings were also replaced but nothing else popped up in the course of the work.

When I got the car back from the shop, all was well -except- that it had a noticeable pull to the right, not the case previously. I scheduled a return visit. The shop said there was nothing they could do about the issue and referred me to a local frame and alignment shop. Unfortunately I've not been able to get the car into that shop yet as we're currently running on a single Volvo while shopping for a good replacement for our -other- Volvo which was recently totaled.

Today I noticed that right front tire-- one of a set of previously perfectly even-wearing Michelins about half way through their tread-- has all the tread scrubbed off the outer 1/3rd.

Some little voice inside me is saying it's not really right that my shop should have left the car in this condition or just dumped the issue back into my care and wallet.

Can anybody here w/front-end experience shed light on what may have gone wrong here, and whether I'm unreasonable in thinking that the car should not have been returned with an obvious severe alignment problem?
