96 960 Emer brake handle rises up halfway after placing down? 900 1996

My 96 960's emer brake handle which needs adjustment(has no bite) is now rising up halfway after placing in the down position. The book I have for this vehicle shows using two open end wrenches to adjust at the rear of the center console. I can't find any way to remove this unless I remove everything around the shifter.

Any advice is appreciated.
