High side freon fill connector. Missing in action?

I do not understand all the details involved but:

"Now it cools ..but when the wife is driving ..she stops at a light ..says there is a sound like something losing pressure ..and then the panel vents go hot. When she moves on ..it comes back up cold."

...describes a vac issue. If I remember correctly your heater control valve is 100% vac controlled so you could try pinching closed a heater hose in the engine bay (I would install a simple ball valve in one). A second possibility is that the recirc door motor comes open due to a low vac condition at idle.

Either of these issues could be solved by solving the loss of vac which is either a leak or a fault check valve...except when it is not. In a Volvo, if the heater has to fight the AC, the heater will always win.
