1993 940T Pressure at gas cap upon opening on hot days, charcoal canister valve plugged?

Upon opening my gas cap on my 1993 940 T, I am getting pressure release on hot days. I cannot get any air movement in either direction when putting small vacuum lines in my mouth on either intake vac line that go to charcoal canister.

Can the valve fail closed? Could this have anything to do with my intermittent stall at idle, if the valve is not functioning properly , causing the line to the tank to not vent properly to the canister? Is the valve replaceable by itself?
