P0740 - Torque Converter Clutch Circuit Malfunction S90-V90 1997

I find this referenced as:

"Torque Converter Clutch Circuit Malfunction"

or

"Torque Converter Clutch - Mechanical Malfunction"

Alldata DIY is useless.

This must be a hard failure as even after disconnecting the battery the W+E lights are flashing along with the up arrow simply by turning the key back on. The code reset in the OBD in only a few seconds of idling.

I only have access to P codes with my scanner (VAG-COM/VCDS).

Anyone want to trade me a Volkswagen for it?
