rear wiper and washer mystery 200 1983

My 1993 Volvo 240 wagon has recently developed an interesting problem. As soon as I turn the ignition key on both the rear wiper and the washer will run continuously also. There is no position on the steering column control that will control it. I ended up pulling the fuse because there is no other way to stop the wiper and washer. The front windshield wiper and and washer work normally.

This is my question; is the problem in the wiring through the rear hatch hinge, is the problem in a control on the steering column, or possibly as a relay?

This one has me stumped.
