B230FT Timing Fail at Smog Test 700 1989

My 1989 B230FT still has one hurdle to pass California smog test. The crankshaft pulley has been replaced with new and a new Conti-Tech timing belt installed per the FAQ instructions and checked twice. Using two different distributors (with the Hall sensors) and checking the timing belt installation three times, the indicated timing when running is about 23 to 26 degrees advanced when the distributor is fully rotated retarded rather than the specified 14 degrees max which resulted in smog fails due only to the timing indication. One distributor was a fresh Bosch re-manufacture. Also checked for where #1 is TDC w.r.t. the timing mark and all checks out. All the dots and lines line up yet the timing is off.
