Headlight gremlins 84 240 200 1984

Trying to get my son's '84 240GLT ready to send him back to college, and am stymied by two things. First one has to do with headlights. Ever since he got the car, the low beams work fine, but when you hit the highbeams, the driver side low beam goes out, the driver side high beam doesn't come on, and the passenger side high and low beams come on. I thought maybe it was the headlight step relay, but it tests OK (and the problem continued when I swapped in a known good relay from his brother's '90 240). So, as I start looking elsewhere for this gremlin, I'd love to hear any ideas.

Also, can someone tell me if the low beams are supposed to come on along with the high beams? (The '90 has the single headlights, so I can't tell from that.)
