If I'm not mistaken, Some '90's with the 951 ECU does not prime with the key in position II.

I would look at cleaning the Throttle body first. If teh throttle body is dirty enough to seal the Butterfly to the Throttle bodies circumference, the car will idle crappy and will be hard to start.
