"Heat sink paste what is the purpose for it , what does it do?"

The power stage gets very hot. The heat sink paste gives better heat transfer to the aluminum heat sink the PS is mounted on. Yours is sure to be all dried out by now, possibly leading to the current problem.

It's also known as "thermal grease".
