Hood keeps coming up 140-160

What have you actually adjusted? Have you adjusted the post portion of the latch? I mean the part that is attached to the hood.
You could also take the latch assembly off and clean it. It may have 40 years worth of grime covering it.
It's a pretty simple assembly and hard to believe you can't get it to work if you've adjusted "everything". Something is just aligned wrong.
