Mystery solenoid = AC idle adjust? 200 1980

My 1980 240 with B21F has a solenoid on firewall. It has 2 vacuum lines and 2 electrcal conns. One is a ground the other is not connected but I believe it should be this green wire that appears to come from drier, that is currently not connected to anything. One vacuum connection runs to intake manifold the other is capped. Here are my questions
1 - is this indeed why my idle does not adjust up when ac is on?
2 - if so connect green wire?
3 - where does capped vacuum want to connect to? I have no open vacuum or missing ports. It seems i need to add a T somewhere.
4 - does it matter how vacuum comes into solenoid are hose interchangeable? is there an in and out?
5 - when will my beer be cold enough to drink?
