strange brake light problem 1991 240 200

My brake lights only come on with "hard" pedal pressure. All my bulbs are good but with light pedal pressure my brake lights will not come on only when I press down with extra effort will they come on. Its like right at that point where I am braking too hard and thats when they come on. does any one have any idea why????
