That could definitely be a problem. In my state, when I go for inspection, they first look at the windshield VIN, and then they open the door to check for stuff on those labels (I guess to confirm the car's weight to set the chassis dyno, or the date of manufacture, etc.), so they're apt to discover the discrepancy.

Do either of the VINs match your registration? How long have you owned the car before you discovered this?
