mystery electrical component on 98 V90 S90-V90 1998

I have an electrical component mounted on the top of the shock tower under the hood on the passenger side, right in front of the AC canister, that appears to have lost its cover, or perhaps some of its working parts. It is about 3 inches in diameter and has a small diameter threaded post in the center. I have a shaped aluminum spacer that fits over the stud, but does not screw onto it. I've lost whatever goes on top of that. The black circular plate that is exposed does not appear to be in danger of falling off.

So, what is this, and how do I fix it? Any chance it is the reason my AC quits going up hills?
