Different heater blower problem 200 1991

First post and first Volvo (91 240 Wagon) but I am no stranger to keeping older cars on the road (91 Toyota 4x4 - the 22r is a great powerplant too!).

Previous owner said the blower didn't work so I was getting prepared for the hole-saw changeout method but decided to check everything. Turns out the fuse was missing. Replaced the fuse and the blower runs but only on position 4 and the fuse gets very very hot, very rapidly.

Is this a motor going bad? A bad resistor somewhere? bad switch? Other problems or things to check?
